Where can I get a UK offshore secured credit card that reports to the credit agencies

I am currently in an EU country and in 18 months I plan to move back to the UK which I am a national but not a currently a resident of, and I expect to need loans for tuition fees, so I want to build a good credit rating so I can get them.
Banks here do not report to the credit agencies so cards I get here wont help my credit score.
So does anyone know where can I get a secured UK credit card that is available to people currently not living in the UK and reports to the credit agencies (Experian, Equifax and callcredit)?
I don't really mind having to make a security deposit up to 100-200% of the limit I need, I just need a card which I plan to make small purchases with on amazon so I can build my rating.

Does being a, currently, non-resident national preclude you from applying for a student loan?Conjugating the verb 'to be":

Not according to the student loans company, that isn't what disqualifies me. Doing a 1 year top up course outside the UK with a UK university doing nothing but printing and signing my degree does though, and it looks like all banks will deny me unless I build a good credit rating, so i'm trying to find a way to do that.HSBC the worlds bank!
HSBC in my current country doesn't report to the credit agencies. I looked at their UK offshore accounts but they want you to have £25,000 with them in total for an offshore account, and I couldn't find anything about credit cards for offshore accounts with them. I don't have £25k anyway so..
I guess any bank in any country that reports to those 3 agencies would be ok, but I think only banks in the UK report to all 3.0 -
Well steve i dont know if this helps but experian and equifax are all around the world but they don't cross over.. my criedt file from oz and canada didn't make it to the UK had to start from scratch.0
