Morning
I sent a item to the states and it didnt arrived , so i refunded the buyer and started a NPB to get my fee's back.
So the question is seeing as the buyer has replied to the dispute saying shes paid which she did but hasnt now , do i
I feel I have no other option but to end communication with the buyer. (Available on the 8th day after dispute is filed or once the buyer responds
or
We've agreed not to complete the transaction or the buyer is returning the item.

Did you select the Mutual Agreement part of the NPB dispute?
Since they did pay you but you refunded because of non receipt then you are right that you could try to get your fees back by filing a NPB as long as it was by Mutual Agreement.
You can opt to close the dispute on the basis of a Mutual Agreement even if you didnt select that option when you started it but make sure your buyer understands why you are doing it as some can get confused. If they respond incorrectly then you will be stuck with your fees.
Whenever I issue a Mutual Agreement I always send an email first so the buyer understands the process (as its headed 'dispute' some get a little worried about it).0 -
