Leasing workshop with no toilet?

A friend of mine is having to move his workshop and is being offered a new lease on a run down building with no toilet. It has extensive damp, tin roof and no parking spaces. This building was part of his original workshops and was just used for storage but he is having to downscale.
The question is: Is it legal for the landlord to lease a building with no facilities?

It depends on the terms of the lease, the planning permission that exists for the buildings and the intended use of the building, after all, a cow shed is a cow shed, there's no requirement for toilet facilities unless a change of use is requested.0

A friend of mine has just rented more or less the same, with no toilet or water. Perfectly legal.0

I think if only your friend works their it is legal, but if he employs someone its a bit different. If he employs multiple people it becomes a legal requirement to furnish various facilities.
