I'm surprised anyone would be able to deal with the flooring and tank it all properly for £400???
Are you sure about this plumbers expertise in this area. Has he explained exactly what he doing with the floor and how the existing arrangement will be altered?

What if the flooring fails at some stage? Then you have a major structural risk.
The tanking usually involves the walls too as grout can crack.0 -
just seen your post.. Did a wet room myself, had a wooden floor so we cut out a section and laid a pre formed base which gave the fall to the trap then overlaid this with a special waterproof matting which overlapped up the sides, this was then all tiled over. From what I remember the matting - pre formed base and trap came to a few hundred pounds on their own, there was then wall and floor tiles and special wet room grout and adhesive so your quote does seem way off the mark.

You require a tuff2 wetroom former £350
You require tanking membrane for the walls £80
Adhesive and grouts for wall tiling £100
The sheet vinyl will act as a water proof barrier and will not need tanking underneath as along as the vinyl is rolled up the walls and a rubber trim used to seal between tile and vinyl
