Anti virus scam?

Hi
A mate tells me his computer is showing a blue screen with a box on it saying he has a virus and if he clicks on something and pays $50, he will be able to download something that will fix his computer. (Sorry the details are a bit vague.) He isn't able to restore to a previous point or do anything. I'm pretty sure I've heard of this before, and from what I remember, paying the cash does actually work. Can anyone give me any information about it?

If its the type of trojan I think it is, he will probably find if he tries to install anything it will warn that its a virus and wont let you do it. To get round this, once downloaded, he should find the .exe set up file and rename it to iexplore.exe or winlogon.exe. He should then be able to install it and run it fine.
