No Heating/Hot Water

Don't know where the best place for this is....
My parents in law - live 175 miles away from us - They phoned us last night to inform us that they had no hot water or heating - evidently their boiler has "frozen up" - although they do keep it running on low 24/7
They live in a local authority house and up until 2 years ago - they always relied on an open coal fire - the council decided to upgrade all their properties by fitting the cheapest possible heating system possible - plus poor quality double glazing (with vents designed to be left open all the time - the wind whistles through !!) - anyway - the council appear oblivious to the fact that my relatives are in their 80's and the weather is so cold - supplying them with a single 2kw electric heater to heat the whole house with
The problem appears to be the quality of the boiler and poor fitting (constant leaks also) - so I was wondering what the best thing to do was ?

Honestly - keep phoning the council and escalate the complaint - they are required (as I found out from doing similar for my mother) to provide some adequate form of heating in the intervening period. Which I don't think means leaving two very elderly people in one room, unable to sleep.I could dream to wide extremes, I could do or die: I could yawn and be withdrawn and watch the world go by.Yup you are officially Rock n Roll
