Dropped out now university, now they want fees.

I don't recall signing anything in order to obtain my ID card, although it was 2 years ago so I may be mistaken.MBNA CC: -£8390

Somewhere you signed up to something that said 'yes, I'll pay these fees'. You need to check the terms and conditions of whatever you signed up to.
I've managed to find a copy of their fee policy which states that you are liable for fees on a "per day attended" basis.
The policy is for 2010/11 but I will assume that it was the policy back then also.
