CONCILIA on behalf of United Utilities

I've received a debt recovery statement from a company named CONCILIA with regards to my water account with UNited Utilities.
I couldn't find a website for this company, so I rang up United Utilities to get some details about my payments to them over the last year.
Strangely, they refused to discuss my account with me (AFTER having asked a zillion "security questions"!), and referred me back to CONCILIA for any/all queries.
UU are willing to take the payment, but wont discuss my account with me until after I have paid up.
Two questions:
1. Does anyone know who/what CONCILIA are?
2. Is it fair that they refuse to discuss details of my account with me after asking me all these security questions?
3. Does the fact that a debt recovery company is involved impact upon my credit 'score', 'rating' or whatever?
I dont think they're wrong to demand payment but I just feel like they've made a mountain out of a molehill, instead of contacting me directly.
(The fault is entirely mine for not setting up a direct debit!
)

You did not look very hard. A simple google search for CONCILIA gets many results, the second one down gives all the info you need
