The 3G version allows you to connect to the internet anywhere you have a mobile phone signal, whereas the WiFi version will only be able to connect when you're in range of a WiFi connection that you have access to.

The book is stored on the Kindle so you don't need to be connected to either once it's downloaded, however the book is also tied to your Kindle account, so if you ever have to download it again you can do that for free.

You would need to have the Kindle application on the ipad, and it registered to your account with amazon.
That gum you like is coming back in style.
