Should aircon work in these freezing temperatures?

As we all know (but often forget) a car's air con should be periodically switched on no mater what time of year it is to prevent the seals perishing, ensure the system is lubricated etc etc. However, should the air con system work in sub zero temperatures? It's -7 degrees where I am this morning and I thought I'd turn it…

2004 mondeo, Handbook states the aircon does not work below 5 degrees. As mentioned the aircon
doesnt heat anything, It dries the air to help cure condensation.

I can still switch mine on and the lights/display work as normal, But it doesnt actually do anything unless the
temp rises above 5 degrees.
