Iphone 4 Facetime

Hiya
I have had my iphone 4 since July and used facetime on it with no problems, but a few days ago I needed to wipe it as applications kept crashing.
restored it successfully but now facetime doesn't work. Under the settings in "Phone" it had facetime as "off" - so i changed it to on and now its stuck on "waiting for activation"
I have tried doing hard reboot, resetting the phone, even restoring it again but I still can't get it to work?
Does anyone have any ideas?
