Work out what number port is for phone and network in each room then from the relevant port number on the patch panel you need a cable to the adsl router, I would also check to see if the ends have been terminated correctly.

Your expectations do not appear to be right.

3-1 and 3-2 are nothing more that cat 5 connections to sockets 3-1 and 3-2 somewhere in your flat. Assuming it is done conventionally.

This is intended to work with a hub or switch in the cupboard you show, with short cat 5 patch cables to the connectors associated with the wall plate connectors you wish to enable for networking.

There are A and B conventions for wiring cat5 sockets - if you have the wrong one, you may not be out of the woods yet.

The wiring convention used between the patch panel and sockets won't make any difference as long as the engineer that did it in the first place did it right. Other than that DVardysShadow's advice is spot on.
