Fan heater or hairdrier on the offending pipe.
You can even use a chemical heat pad (the ones you use for a bad back.)
There is of course water in the U bend.
Plastic pipes simply pull apart.
A little fairy liquid can be used when pushing them back together.
Should be possible to sort it out without resorting to calling out the council who probably have better things to do.
Solvent welded ones don'tI can afford anything that I want.

We have same problem,except a bit more complicated. Woke this morning to find we had about 4 inches of water in the sink and a couple inches in the bath. Went downstairs to find water dripping through the light fitting in the room below the bathroom. Our bathroom has a ceramic tiled floor so no access to the pipes there so looks like a job for a plumber and a claim on the house insurance!
Have tried the hairdryer outside for about 1 hour but its still -10 at the moment so was too cold to continue.
Whats the chances the water has burst the plastic pipe or is it more likely that a joint has been forced appart with the expansion of the frozen water?0
