All of those things are made and sold as complete assemblies - as are cars.
You, me and the idiot sales staff at your local retail park can all be vaguely trust to buy a microwave that fits on the kitchen counter, plugs into a standardised outlet and is big enough for your pizza of choice.
Doesn't mean you'd let the spotty herbert who sold it to you strip it down and replace the 600W klystron with an 800W one from a bigger oven to cook your pizza quicker.
The klystron will be made to a specification and a standard - it doesn't mean it's suitable for your application, and even within that spec there might be a cheap one that 'sort of' meets its spec but won't last very long, and a 'special' one which exceeds all requirements, and has added bells and whistles.
Neither of them might safely fit your oven, and you probably aren't qualified to decide. Even if you are, the idiot who crashes his modified oven into yours probably isn't.
I'm not saying that there shouldn't be (or aren't) standards, just that it doesn't protect anything - the world is just more complicated than that. As I said yesterday, you can put wheels from a Defender 90 onto your 110, but they may very well not be legal. That sounds easy enough, but what about late 110 alloys onto an early 110? They fit, they meet all the specs... but the wheel studs are a little too short. Would you spot it? A lot of people don't, or don't understand why that matters, or figure it 'looks alright'.
