You don't need to be here to open an account. I recently opened an RBS business account on line and phone signed the forms by post.
If you have a.n.other (business or private) account you can transfer funds from your old account on line. Then write to bank and close your old account.

does he /she have rights to open new account for my company without me? sorry it maybe stupid questions , i am not really good on it)
When trying to set up my business account, I found Barclays were a nightmare to deal with. I tried RBS and they were really helpful.
You can do it all on line / phone. I did not want to waste my time going into a branch for a sales pitch. I asked to have the documents sent by e mail to you / your secretary for signature.
Go here http://www.rbs.co.uk/business/current-accounts.ashx click apply on line and follow the instructions.
You do not need to live in Scotland, but you will need to satisfy the money laundering regs which apply when setting up an account with any UK bank."A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi

what you want to do is grant someone power of attorney, it doesn't have to be a lawyer but it does need to be someone you can trust.
do a google on granting power of attorney - make sure the document you sign only grants them the power between a specific period of time, not indefinitely.0 -

OPs question was Can lawyer close my bank ? account. he does not need power of attorney to do that. He simply writes a letter to his bank.
I am not at all sure, but I very much doubt any bank would accept a power of attorney authority to open a business bank account?"A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi

Before you apply
To protect your business from fraud - and to comply with money laundering legislation - we need to see certain documents in order to open your account.
When we get in touch with you, we'll ask you to take these documents into your new branch. We need to see these documents for all the account signatories.0
