Iertutil.dll not found - help

Hi, I'm using my mobile Internet to type this. I turned my pc on this morning & I keep getting this error message: this application has failed to start because Iertutil.dll was not found. Reinstalling the application may fix this problem. It then has an ok box, which when I click on it the same error message appears.
I am stuck on a blank screen, please help.

Its just a case of replacing a file - usually :

- get another and copy it to C:\Windows\System32 overwriting the damaged / corrupted Dynamic Link Library
- make sure you ' register ' it with Regsvr32 via the start menu / Regsvr32 command
- so its C:\Windows\System32\iertutil.dll ... and select YES to register the iertutil.dll file

Which O/S are you on ?

I'm using xp.
How do I replace the file, I can't get onto the start up screen at all.

I, and others in here would do it in DOS or via a USB stick / GUI. So it depends on your level of ability, the alternative is to get a copy of Hirens or Active@

My pc skills are very basic
