Credit Card application gone to 'underwriters'?

Went into Halifax today to apply for the Halifax Reward Clarity credit card.
I have recently opened a normal Reward bank account with Halifax so it seemed to make sense to go with them for the bonuses.
I'm 24, and have never had a credit card before. During the application it went for approval, and the attendant had to call someone for a yes or no. But apparently the person on the phone couldn't make a decision and some other 'underwriter' has to look at my application to decide - could take up to 5 days!
Anyone heard of this before and does it usually end in a 'no'? What are they doing?

That is normal....they will look onto your application into more details and scrutinise your credit file. It could go either ways....0

The underwriters assess whether or not you are a good risk to extend credit to. With no previous cards and only a recent history with the Halifax the computer couldn't decide by itself, and I'd guess the people available didn't have the authority, so your application has been referred on to a real person to make the decision. It could go either way.0

If you been with Halifax a long time and have an account that is in good standing chances are you will get a card but with a low credit limit0
