hi does anyone know how you post a picture or attachment in my posting rules it says you may not post attachments.I have looked in the settings but cant find out how to

Upload to imageshack or similar, and link from there.0

No-one can post attachments. It is disabled for everyone.
If you want to post a picture, then simply upload it to an image hosting site (photobucket, tinypic, imageshack etc.....) and then post the link to the image in a post.
As a direct link if you want people to click to go to the image, or using the image button
