Does anyone knows if this offers applies to Europe aswell or is it just USA?

Both those models would require a memory upgrade to at least 512mb if you wanted to run Vista.

Well I am running the beta version of Vista and I can say the minuim requerments are diffently needed, But of course to gain full adventage of it, it would be better to have an higher end of the scale PC as some parts of it will require 1GB of memory.
