Citi Card

I had a Citi card until they changed to Opus which is operated by Bank of Scotland. I made payments by direct debit as well as regular extra payments. At the same time of the switch I changed my current account and all my direct debits were set up on my new account. I received a letter from Citi confirming my new details. When I received my statement I had been charged £12 late payment fee. I checked my bank account and no payment had been made despite the direct debit. I contacted them but they denied receiving any changes in bank account details, however, I hadn't closed my previous account and there had been no payment madefrom that account either. They refused to refund the charge and I have now written to them with a copy of the letter from Citi. I also have a regular payment coming off my card until January and these payments have been declined resulting in more charges from the other company. What are my rights in this case?
