No guarantee that it'll happen but it's a step in the right direction, I guess. There's more on Pocket Lint and OFCOM's own site for anyone who wants to read it. Sorry, I don't have links as I was just told about this in a Tweet.

I support it, but can't help but wonder what will go up in price to make up for it.0

Not just Freephone Numbers will be affected the pricing of calls to all Non Geographical Numbers will be standardised.
"Ofcom is proposing to standardise and simplify how a wide range of non-geographic numbers are priced which will help to promote transparency and competition in delivering services through these numbers.
Under the proposals calls to 0800 numbers will be free from mobiles; it currently costs up to 40p a minute to call an 0800 number from a mobile.
The proposals are based on new powers which will be introduced as a result of revised European telecoms legislation"

I call 0800 numbers from my mobile all the time for free, using voip.
Why is there always the need to bring in rules to help save the dimwits and morons a few quid at the expense of other people0 -
It's about time giffgaff was already doing this, and vodafone though not free now offer a 2.50 add on to your account that allows you to use your priceplan minutes to call 0800,0870 and 0845 nos. I don't call these numbers most of the time but at the time you desparetly need to call them numbers it does cost a fortune. I remember moving into a rented property, only to find the nearest pay phone was out and it was like 8pm, an was forced to ring the electricity company was on hold for over 20mins, then got cut off called again, and had a 50 quid extra added on my account so it is welcome if mobile networks move towards offering these numbers for free.0
