Air Passenger Duty is it legal?

Article 15 of The Chicago convention on civil aviation states that no charges should be made for overflying/ entry or exit from countries which are signatories to said convention.

Does anyone know why we should have to pay this tax, which can sometimes be more than the cost of the flight?

    Because we (and numerous other countries) have passed national laws that conflict with what is 'just' an international agreement.

    The German departure tax is currently being challenged - one of the grounds is just this clause. Interesting to see how it fares.

    Tongue in cheek mode - I wonder if visa fees could be open to a similar challenge?
