Loading bay Fine

Hi
I have received a parking fine for being in a loading bay. I have decorating business and i stoped in a loading bay to pick up some materials from the paint shop. I opened my car boot and went in to pick up the materials. I was there in total 4 mins 26 seconds (as per camera shots).
The council cctv camera video me and sent me a PCN. I wrote to them saying rubbish i was loading my car. they wrote back saying no loading or unloading was observerd and told me to pay the fine.
Do you think i should pay the fine? Any help much appreciated.

No, assuming you had order the stuff previously and were collecting it. Copy/scan/photo the pcn, both sides (remove personal bits but leave dates) host on tinypic. Copy the url and paste it into a post here and remove the http:// bit. Others will look at it and see if there's any mileage in it.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

They are all or have been suspended from accessing the DVLA database for gross misconduct!

They could be relying on the fact you were in a car rather than a van to ground their ticket, and they are ticket happy with CCTV, as there isn't even a warden to argue with. pepipoo is the place to go with this one, as with cctv I don't think they would have ticketed a van.0

Do you have a receipt from the shop showing the date and time of purchase?
When I received a ticket for the same thing I was asked for a copy of a delivery note and the receipt was enough to get it cancelled.0 -

OP - do you know if CEOs operate in the area, as well as CCTV? The council shouldn't be using both. They should only use CCTV where CEO enforcement is difficult or sensitive.
It might be helpful to make a FOI Act request to the council on https://www.whatdotheyknow.com, asking how many tickets were issued by CEO and how many by CCTV at that particular location during a certain period up to the date of your PCN.
Also - are the CCTV signs present and correct? The guidelines state they should state that CCTV parking enforcement is in operation and contain the name and contact number of the CCTV operator.0
