Is there such a thing??

I want a card which I can transfer our monthly spending money onto then use this in chip and pin machines? Can I get one without opening another bank account? Think i've heard of something like this but can't remember what it is called. Thanks.

    Also, I assume, there is no chance of spending more than you have loaded onto it.
