Travel Insurance - Who acually covers you?

Looking around for travel insurance.
Earlier this year we were more or less just dumped at the airport by Monarch due to the snow.
Who at the moment covers delays of any sort? I did read that the Post office covered literally everything but the cover I read up didn't seem to.
Axa seemed pretty good but none of them seem to define cover in clear plain English.
Cover needs to include Tobago and cover delays. Any one found one recently?
