When should I offer to cancel transaction?

Hallo!
I've recently started to offer international postage as an option on my listings but I was asking buyers to contact me for an invoice before payment.
I know now that i'd save myself a lot of hassle by just listing the international postage prices, which i've now done, but not before two people from the US bought & underpaid postage. I've refunded them & sent them a new invoice with a message explaining why, but since the postage is twice the value of the item I can see a non-payment looming
They only bought the items yesterday, but I was wondering how long I should wait before suggesting we mutually cancel the transaction if they don't pay? These things have been selling well so i'd rather not have to keep them on hold for ages if I can help it.
Sorry for the long post!
I'd appreciate any thoughts

Wait and see if they pay. If they want it badly enough then they'll pay for it.
I think you've got a reasonable while to do a mutual cancellation, but if you don't give them a chance to respond they will think there's something fishy going on. I don't know what it's like regarding non-performing sellers in the US, but if it's anything like the situation in the UK if you unilaterally ask them to cancel, then they will think "ah, he didn't get what he wanted for it" and then neg away.
You never know, you might get a nice surprise if the items you are selling are OOAK."Well, it's election year, Bill, we'd rather people didn't exercise common sense..." - Jed Bartlet, The West Wing, season 4

Sorry, I should have said that it was a Buy It Now listing so the price would have been the same whereever it was bought from - the postage would have been different though. It's not OOAK. I think i'll give them til the 17th & then send them a message suggesting a mutual cancellation & that i'm going to relist it - can I do this? Will it affect my feedback rating?
Thanks x0 -

There is no way of knowing what feedback a buyer will leave. However you offer international shipping, it was a bIN, they were allowed to pay and then you try and cancel it on them?
What feedback do you think they might be tempted to leave? It isn't just the feedback anyway, it is the stars. AS a business seller your stars are extremely important, you only need 2 (if you are a small seller) to affect your PS and TRS status and lose your discounts.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I just thought it might be more harmonius for me & them - i'm not trying to shirk responsibility here. I know now that I should just have listed the shipping prices on the item to save myself & others this problem but I can't do much about that now.
What should I do instead? I can't send them the item irregardless - it's a £7 item with £18 shipping. Should I wait for longer & then go down the BNP route?0 -

If you have sent an invoice just wait 4 days and then open a full NPB If buyer doesn't pay within 4 days and you close the claim they cannot leave you feedback.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. Did they underpaid postage because you gave them the option to change the total (there is a box to tick somewhere to stop buyers from changing the postage)?
I would have though that if someone is from a country without postage stated they would not be able to buy until you sent the invoice? Maybe not then?0
