Paypal Refund (Non Ebay transaction.)

I purchased 2 fishing reels from a private seller online using paypal (not as a gift) for £400 using my debit card.
It has now been over a week and I have not received the items and my money has left my account. I have tried to contact the seller via emails to see if she will chase Royal Mail but she hasnt responded.
I am obviously concerned that I have either been conned or the item has been lost.
I have raised the issue with Paypal and await a response from the seller. I doubt she will offer a full refund so I am unsure what happens next?
Am I covered by Paypal even though it wasnt purchased through Ebay? Am I likely to get a full refund from Paypal?
Any advice would be great.

I paid £400 via Paypal and sent an email asking her that I assume it will be sent recorded first class.
The fact that she has not replied at all really makes me worried. I was quite happy to deal with her as she had good feedback on Ebay so that reassured me this purchase would be fine.0 -
Royal Mail currently have a backlog of parcels caused by deliveries not getting out during the bad weather and an exceptionally large increase in people buying things online.
I'd give it a little longer as the parcel could be held up in the system somewhere.Here I go again on my own....0 -

you're probably correct. Im just panicking because the seller hasnt replied to my emails and I have also read that I wont be covered by Paypal.

You have full coverage and can open a full Item not received claim on day 7 from payment and unless seller can prove delivery within 10 days after that you get a full refund.
However hopefully the seller hasn't sent this standard mail as she won't be covered, standard mail (which includes recorded) only covers up to £41 and is not a guaranteed service. She would have needed special delivery which is guaranteed next day (but in some areas that guarantee has been removed due to the snow). The OP is the buyer though so the 15 working day claim requirement is of no importance.

Thanks for the reply. Does it make a difference that I bought the item not through Ebay? One of the items was originally on Ebay so I contacted her to ask a question about it. She then confirmed that she had 2 reels but hadnt had the time to list the other one.
I then asked would she consider selling 2 reels privately. She said she would so I made an offer of £400 for 2 reels of which she accepted. She then sent me her email address so I could pay her through Paypal.
I really hope the reels turn up this week. I have looked at her contact details through Ebay and all she has is an email address.
I'm just really worried now that I have made a massive error of judgement.

Apologies I forgot the title stated you didn't buy from ebay so that means you ar eunable to call up her telephone number.
However the rest is still valid, you have full paypal protection it doesn't matter that you didn't buy via ebay. The only thing that matters is that you paid without 'gifting ' it and that you have stated goods on the invoice rather than just 'services' or something. Firstly go and check your paypal payment, if it says the goods that you have bought then you can start an INR claim today.
