I agree with the general theme you are not working and are in receipt of state benefits spending 5k on a car would for me make me think maybe you are receiving more money than you need and I would personally be not very pleased to here that any high street lender granted you a loan of this amount when your only income is what the government gives you!!!!!!!!
You need to lower your sites if you want a new car then I suggest going and getting a job to pay for a new car why should the tax payer buy it for you?? You do not need to spend 5k on a car and if you think that by spending 5k on a car that is a couple of years old you are going to be buying reliability then you are sadly mistaken and as has already been suggested a lot of the time the so called warranty is not worth the paper it is is written on.
Get to grips with your situation and accept that you have no way of buying the vehicle you want lower your sites and your budget dramatically you might be somewhere near to figuring the situation out then.
I cannot for the life of me see how any "responsible lender" could lend you a penny when your only income is state benefits, nice in theory but come on would you lend you the money??? I suppose you would.......................................
Why does you wife need a MPV? Is it because you hae more than 3 children or is it because the higher ride height and bigger doors make the whole experience better for your wife? If there is a need for a vehicle that can be proven I would be more inclined at this stage to appeal your motability award and see if you can get that increased somehow, if you can that is all your problems solved oernight.
What car do you have currently? What is wrong with it? Why is it so expensive to repair? I know where you are coming from regarding reliability I have never had a car less than 10 years old could never afford one mainly because I do not like the idea of car finance, even when things were good the last thing I wanted was the equivelant of a small mortgage hagning around my neck for a car so never bothered, I must admit reliability has been an issue over the years until I realised that buying what was an excellent quality car to begin with generally keeps it reliable in the long term, if you are messing about with Hyudais and Kias and Daewoo and such makes then expect 1 morning to go and find them dead where as if you look at older Volvos and Mercedes, BMW's Audis and such you can expect a much much better long term experience generally anyhow.........
A brand new car does not guarantee reliable motoring, I had a boss a few years ago who spent the other side of 50k on a brand spanking new Jaguar, he drove 2 miles down the road from the showroom and bang car dead, got it towed back to the dealership it needed a new gearbox with less than 10 miles on the clock! I remember working for another company that invested in a fleet of Ford Mondeos for the salemen, around the year 2000 just when the newer shape Mondeo sprang onto the scene, within 2 years 23 of the 30 cars had been back to dealer for all sorts of serious engine problems some twice!
Anyhow I hope you manage to sort the situation out but there needs to be an element of realism here as well.
