Buying a flat, damp smell, help!

I was lucky with the damp smell/wet patch on the outside wall. Hopefully this won't be too bad either.
I think it has concrete floors with it being a new purpose built flat but I won't be sure until I take up the carpets I guess.
Hopefully they are concrete because they are easier to scrub clean - if that is even necessary. It might just be a case of throwing away the carpet and underfelt but if not scrubbing clean floorboards or the concrete floor should do the trick.0
