I had something like this happen years ago - even had some jumped up missy phoning from the "legal department" and trying to fox me with legalese...

If you google "Debt Collection Agency guidelines and practices" you'll find info (usually from the Financial Obudsman) about some of the things these people are NOT supposed to do...

What you've been subject to is a blanket mailing for every person with your name and date of birth (or near to it)....they ask everyone for money and tell everyone they have 3 days and they hope that someone will stump up for the debt...

I sent my letter - told the 'legal' lady that I consider any further calls to be harrassment - against guidelines and that their licence was in jeopardy...the calls ceased immediately and the letters stopped soon after...

Be strong and they will soon be gone - they almost certainly won't take you to court...

I cant help RE the debt but I can tell you that Nothern Electric used to be/is the name of an electric company in the North East as my dad used to work for them.

I havent seen them for some time so I am not sure if they still exist.

HFO are notourious for this. Fermi is right, ignore them , they won't do anything about this as they know they cannot enforce it in court. It's purely a fishing trip
Go through the usuall motions, send a prove it letter to HFO. It's their job to prove a debt exists and is enforcable, not your job to prove it doesn't. There's no point sending a CCA request as it isn't covered by consumer credit, it will be a service agreement.
