Home serve - appaling service

I rang home serve on Tuesday for a fixed price job for an electrician as all the lights in my bathroom had stopped working, i had previously used them for a burst pipe and they had been very good.
I paid £115 for an electrician to come out the same day and sort the problem.
6pm the electrcian comes and tells me all the light fittings are faulty and need replacing and he would ring the next day to tell me how much it will cost. He was here for all of 10 minutes.
Next day by 5pm no phone call so i ring homeserve to be told they didn't have any information about my job on there system but they would ring the enginers department to see what was going on. Told they don't know how much the new light fittings will cost or how long it will take for them to find this out just told for them to wait to ring me.
Next day still no call, so called them again, again went through the whole story, this time the operator called the electrician and was told this time someone would call me back that afternoon with a quote if nothing had been done by 3pm it would be chased up.
4.30pm still no call, so again i call them explain the whole situation again and the fact that so far it had cost me £115 for an electrican fo 10 minutes and nothing seemed to be done since then. Put on hold for a few minutes and hey presto they could kindly give me the quote over the phone. It would cost an extra £164 for the fitting and labour for one hour on top of the money i had already paid.
Told them i was disgusted with there level of customer service as no one had bothered to ring me back and felt i had been ripped off and put the phone down on them.

If he didn't fix the lights, I wouldn't pay any fees (IMHO)0

I've stopped using them - I think they changed hands a while back and the service level dropped massively.
The plumbers used to be fab, but it got to a point where they sent someone out for a job (repeat plumbing problem, happened all the time) who refused to listen to me telling him that the option he was using to clean the pipes didn't work as the main blockage was further down than he thought. (We'd tried before). He told me that I didn't know what I was talking about, he was the plumber, and it would be fine.
We had someone else out within two hours, because he damn near wrecked the pipe. Idiot.Some days, it's just not worth chewing through the leather straps....
