council vs carbon footprint

i have a question for you.. the government is encouraging everyone to cut energy costs, insulate, double glaze our homes etc. to reduce our carbon footprint, so why is our local council, (powys) installing electric extractor fans when they fit new kitchens?
i don't mind the fan per se, but i wondered why my electric consumption had suddenly gone up by over £5 per week. (i use a pre-payment key), then we discovered that the fan is running permanently, not just when we turn it on.. this means the kitchen has a constant cold air flow into it..
surely its defeating the object of installing new double glazing, and insulating the loft to a depth of 6 inches, when by installing this fan, they have INCREASED both my heating and electricity bills... i fail to see the logic behind their thinking...

The electricity consumption of a fan is not very high, I would guess 20w is typical.
In that case if it was running all day it would use 480wh and all week 3.36kwh. Taking a typical 10p per kwh that would cost 33p!0 -

You appear to have a number of serious issues with this installation.

To elaborate on previous post, if as you say then sounds like fan is on blow instead of suck, and it should not be running all the time

The fans can run on for a while after use, They dont shut down instantly. Ours has flaps that close as the
fan spins down and blocks draughts.
Did you not notice it wouldnt turn off when they fitted it?
£5 a week would be roughly 260watts+ running 24/7.
I would take the fuse out, or switch off at the master switch, We have both fuse and switch
fitted above the kitchen door and bathroom door to control ours.Censorship Reigns Supreme in Troll City...0
