Cold Weather Payments for students?

Hello,
This is my first post so I may have posted it in the wrong place (whoops!).
I am a fulltime undergraduate student and a single parent to 2 children, one is 6 months and the other is 4 in a few days. I recieve a maintainence grant, special support grant, childcare grant and I've taken out the maximum student loan. I receive the maximum in child tax credits, but I am not eligible for income support.
Am I eligible to claim the cold weather payments? And is there a number to enquire about this?
