How can I stop the LA continually seeking access?

Thanks for the responses everyone.
I decided against questioning the LA's bogus knowledge of the law in my reply email, but said redecoration was clearly outside the provisions of a landlord/tenant contract; we'd previously been prepared to tolerate it before as a sign of goodwill, but three times in 18 months was unacceptable, and so access for this would not be possible going forwards.
No reply but hopefully message received, as my neighbour tells me no-one arrived at the door this morning.
We have an inspection scheduled next month so have decided to bring up the access issues then, in person. I'm going to resist the temptation to go nuclear as we do like living here.
However, I now have a whole file of emails testifying to the LA's incompetence and abuses of landlord and tenant law, so I am very well-armed indeed for any disputes that may arise over the release of our deposit0
