Letting Out Flat/mortgage Fee

My boyfriend and I live together in my house and we are letting out his flat. His mortgage (recently revised) is with the Abbey and I recently switched mine to there. We have been told twice verbally that they would charge £95 to allow us to rent the flat out but have just been hit with £390 bill from them. We have sent a letter to Abbey sating the above.
Does anyone else have any experiences of this.We expected a fee but were obviously shocked that it has risen from £95 to £390
