Halogen heaters - any good?

Anyone got a halogen heater? How effective are they?
I was going to buy one for OH's mum as she is still using one of those electric bar fires when it gets really cold (she won't turn her CH on).
The one I found for her is an oscillating one and apparently only costs THREE PENCE per hour to run.

I used one for a couple of years. They are similar to electric bar fires and I believe they are one of the most efficient and economical forms of heating? Mine was switchable between 1.5 & 2.5 Kw, I'm sure someone here will give you a rough idea how much this works out to per hour.0
