Living in Brothers House

I know there are lots of posts about renting from family, but most seem to involve issues with benefits and tax so i wondered if you can all possibly answer the following.
My brother is in the navy, but owns a house near where i live (He has his own mortgage on the property) and he actually now lives in another house owned by my sister in laws parents (So living rent free).
He's offered me the use of his house to live in as its sitting empty and he hasn't asked for rent, just that I cover all the bills and that they are in my name (Gas, elec, water, council tax) and I would have my own insurance (Contents, buildings).
Are there any implications to this in terms of tax or with local council as its not clear? I would simply be living in the house and nothing more?!
Does this have any implications also with the utility companies as im not the owner?
I know there are possible trust issue between me and my brother to deal with regards damage etc but im not concerned about that, can deal with that.

If he's the owner then he should be the one covering the buildings insurance. I can't see a problem with any of the other bills being in your name.0
