Hertz Warning

A colleague went to Italy recently and rented a car from Hertz, paying by debit card.
A couple of days ago a charge of 72 euros payable to Hertz appeared on his bank statement, having been taken from his debit card with no warning. Today he received two letters, in Italian, from Hertz. Apparently he incurred fines in Italy. Firstly, he is adamant he didn't. He was careful to pay at parking meters and received no ticket on the car or even spoke to a traffic warden. He didn't speed. He's well travelled so knows what he's doing abroad.
Each letter referred to a payment of 36 euros, split into payments of 30 and 6. Not reading Italian, he thought he had paid 30 euros as a fine and 6 euros as an admin charge to Hertz.
He just called to complain to Hertz and it turns out that in fact the whole amount is for their admin charge and that he will in due course receive the fines from the Italian authorities! They charge 36 euros per fine to supply the authorities with his name and address (the breakdown related to 30 euro admin fee and 6 euros tax; Italian VAT).
Hertz can't tell him what the fines were for and refuse to assist in any way, having taken 72 euros with no prior warning or authorisation. Best of all, the fines were supposedly issued 7 minutes apart! And their call centre pleb didn't think this was strange at all. They have now washed their hands of the whole thing and won't tell him how to contact the Italian authorities to challenge the fines.
Not sure what will happen from here but I certainly wouldn't use Hertz after hearing the phone call he just had with them!
