pc on button staying orange when turning on

when we switch our pc on in the button that switches it on stays orange and flashes, we have to keep turning it on and off till it goes green, this takes up to half hour sometimes

This happened to me on a HP desktop PC.
I had to replace the power supply unit the one that was in it was only 350w so I replaced it with a 500w unit. It is very easy to do this yourself ( if this is the problem ) plenty of step by step instruction on the internet.0
