Specialist renewals team - Letter about child care?

Received a letter from the Specialist Renewals Team the other day asking about Child care and to inform them of any changes asap.

Having read the main thread on these guys its confused me slightly.
Firstly it is a joint claim and only my partner has received this letter.
It is somewhat threatening about penalties and telling us to phone NOW in big bold letters etc. This i believe is standard tax credit awful behaviour.

Secondly although we pay £29 a week child care it does not meet the criteria for them to pay us so we do not get any working tax credit or any other portion of it so we get no help for child care.
We only receive child tax credit. The family element and for our two children.

So why are they asking for changes?
£33 was declared on the last renewal from a couple of years ago. We did pay up to £41 a week but as the change was not above or below £10 it was dismissed on the phone when we renewed. Its now £29 so again does not meet the £10 threshold.

What exactly are these guys after?
