Heating Solutions & Frozen Pipes Advice please!!

How can a house be cold enough to freeze a water pipe under the kitchen sink. Do you not have any heating? I don't think that I could live a house as cold as that. Although I did at one time.
Yes we do have heating (electric total heating total control panels), the house is very warm throughout the day, being a childminder. There is definetly a cold spot under the sink when we removed the cupboard skirtings a blast of cold air hit us. All the pipes were lagged apart for about 2ft length.
On another thread it was suggested that an air vent could be near the pipes.
All sorted now thankfully, but the laminate is going to need replaced as it's expanded a bit.
