Making an offer & researching property - advice

We are about to look at a property for the third time and make an offer afterwards. The property is under OIEO but the figure they have given is very reasonably priced for the area as it needs a lot of work. The one thing we are worried about is that the next door property is converted into flats and owned by the council. We are quiet old and want to live in a quiet area and can't be sure how the council will be using the property - the vendor says it is very quiet at the moment but is there anyway I can find out who the council can put in the property as if it could be crowded with young families that might change our mind.
Also what information do you need to give the estate agent when making an offer. It's been a long time since we did this. Does one offers offer include specifics like white goods and completion dates, or does one just give a figure and all that works out afterwards?
All advice for someone who is on the brink of making an offer much appreciated!
