I need to provide negtive feedback

I was bidding for an item but was pipped at the post. The seller had specified on the item that he had 6 available so I contacted him, he sold one to me, and I paid via paypal in mid January.
I have conacted him a few times to say its not been received, I got one reply saying "its been posted I will chase it up" No apology, no explanation of what he was intending to do, no explanation afterwards. All in all no communication whatsoever.
Now, since I didnt actually WIN the item, how do I provide feedback so that everyone ekse can see the difficulties I have encountered?

Unfortunately you can't... ebay has messages and warnings everywhere telling you NOT to buy items that arn't on auction.0

Unfortunately you can't leave any feedback or take this matter any further with ebay. Your dealings with this seller were outside ebay and there is nothing you can do to warn others.
However you do have a chance of getting your money back as you paid by paypal. Start a chargeback now, you only have 30 days in which to do this so make sure you don't run out of time. It's up to the seller to make sure the item reaches you and if he can't show that to paypal then they will find in your favour and hold funds on his account for you.

Firstly PayPal don't do chargebacks; that is a term used by your credit card. Secondly, the OP would have sent pseudo-cash through PayPal. They would not be interested.........

Paypal *do* do chargebacks, see under the heading resolution centre on your paypal account or read the pages entitled 'paypal-safe shopping'.
If it was paid via paypal and the seller cannot prove delivery then any buyer, whether via ebay or not, can start a claim via paypal. That's the benefit of using paypal. There is of course no guarantee that any claim will succeed, but there the capability to give it a try.
The payment went via paypal and is therefore subject to the standard buyer protection as outlined on that site.

I didn't think you could send money through Paypal if you didn't win something from ebay!
As for buying the item off ebay I hope that you won't be unlucky as this person obviously has the items so shouldn't have no reason not to send it! what other items does he have for sale? As a safety precaution now I would bid on something else of his which is very low (perhaps 99p) so you get yourself in his auctions - this may not be the right way but it is just what I would do, just to let him know you are still around!Angel

Have you rang your local post office to see if they have a parcel? was it too big to post through your letter box. worth a try, coz this happened to my daughter and the p/o had the item.“Love yourself first and everything else falls into line. Paypal used to be a completely separate company - it was swallowed up by eBay and that is why eBay promotes it so heavily. But you can use it to send money to anyone with an email address (and, presumably, a PayPal account).Time is an illusion - lunch time doubly so.0 -

That is a credit card company issuing a chargeback against PayPal as the card was stolen. PayPal then takes the monies back out of the OPs account.............
