Can a EU resident open an account in a UK bank?

Can my mother who lives in France open a bank account here?

Cahoot say yes but as she is not a resident of the UK they would need her tax ID number which she doesn't have with her (she has one but not to hand).

Would it be illegal if we gave our address as her address?

After all, I have a bank account which still has my address as my parents' (which is what it was when I opened the account).

    This is surprising, because on their website Cahoot demand being "a permanent resident (for at least the last 3 years) of the United Kingdom "

    Of course it wouldn't, but I'd do this without hesitation. However, AFAIK, all banks will ask you (her) to prove the address. You can do this by changing one of utility bills to her name or joint names.

    Consider also this new account: HSBC Passport .
    To apply for Passport you must be 16 years or over and ....:
    • have the intention ;) to move to the UK within the next 3 months ...

    However, it costs £5 p.m. or £50 p.a.

    Just a thought and probably questionable. If a French resient opens and account with a forein address and the French authrities supsect the reasons, could it mean trouble?

    We're not trying to dodge anything, we just thought it would be easier for her to have an account over here and transfer a lump sum so she only pays exchange rate/fees once.
    We'll just wait for her to go back to France and she'll give me her tax ID number then.
