child tax credit and ESA question?

Hi all,
Would be grateful for any answers to these 2 questions,
1 child tax credits-does the government have any plans to have this benefit means tested as regards savings so that there is a cut off point like income support?
2 Im on IB for myself and my partner get just around £145 a week (I can claim for my partner as a dependant as we have a child) When I am transfered to ESA in due course and if I was put in the work related group and applealed that decision how much would I receive per week until appeal was heard by trubunal services? Would it be a lot less that the £145?
