Insurance companies?Ombudsman question.

Hello again.
As a follow up to my posting of 27 Nov, re, " Monthly Payments Problem " on my life policy, which was kindly answered by Dunstonh.
This has been dragging on for five months now, with the company showing little interest in resolving a problem that is being caused by their own system.
Of the three written responses that I have received over this period, the first failed to address the matter and was sent back. The second was a cheque for £100 with no explaination of what it was for and was sent back. The most recent was received yesterday, again fails to address the issue ( contained a leaflet on how to complain to the Ombudsman ) and will be back in the post in the morning.
It would appear to me, that the company are not interested in making the effort to resolve this and are waiting for me to either crawl away into a corner or to put the matter forward to the Ombudsman.
Given that I have heard it said on the BBC radio's " Money Box " program, that more than 90% of the cases put forward to the Ombudsman are found in favor of the customer, I would wish to ask for thoughts on the following question.
Is it that the insurance companies are so bad that so many claims against them are upheld?
OR
Is it that it is easier and less work for the companies, if they stall until the customer goes to the Ombudsman, let the Ombudsman do all the work and make a final ruling, then just write a cheque to comply with the ruling, a cheque which they would have to have issued if they had dealt with the matter themselves?

    You have the FOS leaflet supplied which is usually done when they issue their final offer.

    That figure is not in the correct context. 90% relates to loan and credit card PPI. The figure excluding those is around 30%. (around 50% if you include everything including loan and credit card PPI).
