The difference between rate 1 and rate 2 is effectively a standing charge. If you don't like it then switch to a tariff that has only one rate. Ebico does such a tariff that doesn't have a standing charge but in my area it's about 12p+vat for every kwh so would have cost you about £46 for 3 months of electric which is only a couple of pounds cheaper than your bill.

need to have a moan about britsh gas we have a pre payment meater i used emergancy credit for firt time this week and for 2 pounds of use they charged mr 6 pounds how can this be right just feel like i have been mugged

Although your sister has a dial meter by the sounds of things, does she also have a silver rectangle shaped digital display attached to the bottom of the meter. If there is, the reading will be taken from this. As well as giving the readings, it displays the date and time in sequence.
These contraptions are notoriously unreliable. Check the time on the display. It is normally wrong and by many hours too.

Each day the first few units are charged at a higher rate. As you have been on emergency for a few days, the meter then claws back these expensive units when you reload the meter. It does work out right, it just doesn't seem like it at the time.

I have now resolved the query (as explained in post 11).
The only question which remains unanswered is why do they need to use such a convoluted and confusing method to present their electricity bills.
They can do it with gas so why not electricity?

Rubbish! You will have received two-pounds worth of gas charged at the lower tier 2 rate. When you subsequently topped-up on top of this you have to pay the uncharged tier 1 or standing charges. Plus a contribution to any other agreed arrears.
