My understanding is that the grandparents basically took the children on as a matter of course.
Thank you to everyone who posted. I will pass all the info onto my friend who is in contact with the Grand Parents. I can't really help them any other way but this lady has been spending quite a bit of time helping them all out over the last few weeks, and had explained to me that Social Services told them they would get nothing. Now at least we have CTC and WTC to look into, and maybe one or two other links posted here.

Mooloo might be able to advise you - she had a battle with social services to get financial support for bringing up her siblings children. PM her.

The Grandparents MP May also have means at his or her disposal in the way of advice or bringing pressure to bear in certain Departments.
