When can someone use your credit card details

I hope someone can help.
My mum gave her credit card details to a marketing company in Spain over the phone thinking that they would only charge her account when a contract had been signed and returned to them.
The company charged her before she received the contract. When she received the contract she decided that she didn't want to go ahead.
Can she claim against her credit card company (Coop Bank)?
When talking to the Coop they said that she had authorised the transaction by giving the credit card details. Is that correct?
Is there a time limit within which she must claim?

Well how else did they get the card number?
I think your mum must claim within 90 days.
I would advise sending a recorded delivery letter to company involved (with a copy to your credit card company) stating that they had no authority to debit her card.
This might work but if not I would suggest going to the police.0 -
AFAIK distance selling regulations apply to EU purchases. See, for example, this leaflet: Safe Internet Shopping leaflet (telephone is the same). I think your mum has at least 7 days cooling off period. Hurry up and keep records of all communications with the Spanish company. If they refuse to accept cancellation, the CC company must refund the money.0
