Consultation persiod rights?

I work for a local authority and we're finding out day by day of colleagues in other departments being put on a 30 day consultation period.
What's the threshold of the 90 day consultation and how can they judge different departments as different companies, as this is what they seem to be doing?
Cheers for any advice.
